Setup (Before Year 1)
1. Prepare materials.
- Shuffle and deal one role card to each player face-down.
- Prepare project cards, secret vote slips, and COA audit note cards.
- Set up the moderator tracking sheet.

3. Zero out all trackers.

4. Set the Kaban ng Bayan on the board (starting number is display only — it is not a win/loss threshold).
5. Role recognition.
After everyone reads their card, the moderator calls each role one by one to confirm.

Public Phase
Step 1 — Treasury announcement:

Step 6 — Discussion:

President vote counts as 2; everyone else counts as 1. Majority required.Apply Lawyer protection to the runoff if relevant. After the runoff resolves, proceed to the normal jail vote.
Step 7 — Jail vote:
We now vote to jail one player. Active, non-suspended players may vote.
The President's vote counts as 2. Majority required.Apply Lawyer protection first, then apply the strike rule:

Step 8 — Win check: Check elimination wins first (both Corrupt eliminated → Good wins; both Good Politicians eliminated → Bad wins). Then check threshold wins (Approved Public Spending ≥ target → Good wins; Corruption Fund ≥ target → Bad wins). If both a Good and Bad condition trigger in the same Year, Good wins.
Step 9 — End-of-year storage (private):
- Compute Year 1 treasury decrease = theft (if any, from Hidden Phase) + project cost (if project succeeded).
- Store COA audit inputs for Year 2: official spending, kickback yes/no, committee vote breakdown.
